THE PEACE DIALOGUES TABLE AGREES ON GUARANTEES FOR SOCIAL PARTICIPATION IN THE PEACE PROCESS AND PLANS FOR TERRITORIAL TRANSFORMATION FOR A PEACE WITH SOCIAL AND ENVIRONMENTAL JUSTICE

In the VI cycle of the Peace Dialogues between the National Government and the General Staff of the blocs Commander Jorge Suárez Briceño, Magdalena Medio Commander Gentil Duarte and the Front Commander Raúl Reyes, the Roundtable adopted agreements for citizen participation, plans for territorial transformation and measures for strict compliance with the ceasefire and respect for the civilian population.

1. The "Agreement to guarantee citizen, social and people's participation in the peace process" was approved, an indispensable tool to guarantee the active participation of communities, organisations and diverse sectors of society in the construction of the contents of the peace agreement and in the territorial plans, among other scenarios.

That agreement incorporates the experience of social dialogues, working groups, inter-institutional committees, humanitarian missions and assemblies convened by the Roundtable in areas of Caquetá, sur del Meta, norte, nordeste and bajo Cauca of Antioquia, southern Bolívar and Catatumbo.

In these spaces, more than 15,000 people from grassroots organisations, peasants, indigenous, afro-Colombian, raizal and palenquero communities, of victims, women, youth and peace signatories have participated.

With a large presence of municipal, departmental and national territorial authorities.

2. The ‘Agreement on the action plan for territorial transformations for peace’ was approved, which includes demonstrative actions initially in two regions, in which intervention zones were identified:

Region 1:

(a) Catatumbo with axis in Tibú;

(b) Norte - Nordeste- Bajo Cauca Antioqueño (c) south of Bolívar;

Region 2:

(a) San Vicente de Caguán with axis in the Yarí savannahs and other areas of Caquetá;

(b) sur del Meta in the municipalities of Vista Hermosa, Puerto Rico, including areas of San José del Guaviare. (

c) and areas of Putumayo.

As a result of the first phase of dialogues, initiatives were identified that could be implemented immediately and others that require medium and long-term implementation as part of plans for the life in the territory.

The participatory formulation of these plans for the life is located as an articulating process of transformative actions and contributions to the construction of the peace agreement on the issues of land, territory, environment and sustainable development.

3. The Roundtable received the report of the Oversight, Monitoring Verification Mechanism, composed of representatives of the MAPP OEA, the UN Verification Mission (as observer), the World Council of Churches, the Colombian Episcopal Conference, the National Government and the General Staff of the aforementioned blocs.

It is worth noting that the report shows a decrease in fatal impacts to the civilian population between July and October 2024, with a significant increase in preventive actions.

This trend has been noted in the compliance with rules and commitments with respect to the lives of inhabitants, leaders, signatories and the non-deprivation of liberty for economic reasons.

The Roundtable has decided for the next six-month period to strengthen regional mechanisms and local oversight and verification bodies in areas considered high-risk and in the face of serious situations associated with confrontations between armed groups, displacement and violations of the population's rights.

4. The parties agreed to advance in the processes of targeted georeferencing of the areas where the state entities will prioritise the Territorial Transformation for the benefit of the communities and populations that are located in or transit through them.

5. The Roundtable stresses the need to educate on anti-personnel mines in order to prevent accidents affecting the population, especially in the areas identified for territorial transformation actions;

in this regard, the possibility of safely resuming demining plans that were being executed since 2016, where feasible, will be explored.

The Roundtable will hold a working session with the ICRC on IHL in accordance with what was agreed in cycle 3.

6. From the Roundtable we call for the defence of biodiversity, the forest and ecosystems that are of vital importance for Colombia and humankind.

In particular, it is necessary to move forward in dismantling extractivism in protected areas and in the short term to avoid logging, which includes special actions in the so-called ‘summer’ period in the Amazon region and in other regions.

In accordance with what was decided in Cycle V, it will continue with outreach and education efforts with the communities in the areas most at risk from deforestation, preparing several events to be held in November.

7. The Joint Legal Commission will continue to manage the humanitarian actions that guarantee the rights and dignified life of the persons deprived of liberty belonging to the blocs Commander Jorge Suárez Briceño, Magdalena Medio Commander Gentil Duarte and front Commander Raúl Reyes, as well as to resolve the legal matters agreed upon by the parties and that pertain to the fulfilment of the Agreements and Protocols signed by the Parties at the Roundtable.

8. The Roundtable recognises the will for peace of Mr. President of the Republic and the National Government to advance towards an agreement to end the Conflict, as evidenced in Decree N° 1280 of October 15, 2024, which extended the Ceasefire for 6 months.

9. The national government delegation, in keeping with its sense of humanity, calls on all armed actors at the national level to exclude the civilian population from the armed conflict and to respect schools, health institutions, medical mission, recreational parks and sports facilities, among other civilian assets.

10. The parties ratified the commitments agreed in the previous cycles.

11. The parties are grateful for the facilitation and technical support of the international component made up of the Special Representative of the Secretary General of the United Nations in Colombia, and the Mission to Support the Peace Process of the Organisation of American States (MAPP-OEA), and the accompaniment of the Colombian Episcopal Conference and the World Council of Churches, as well as the participation of the guarantor countries:

Norway, Switzerland, Venezuela and Ireland, and the observation of the European Union.
