The Centre for Humanitarian Dialogue (HD) Southern Plateau Inter-Communal Dialogue Process initiated in June, 2016, has brought together community representatives from Langtang North, Langtang South, Mikand, Shendam, Qua'an-Pan and Was Local Government Areas. They represented their communities in their capacity as Traditional, Religious, Community, Women, and Youth Leaders.

Inter-Communal Dialogue Process in Six Local Government Areas of Southern Plateau, Plateau State, Nigeria
The Southern Plateau Peace Declaration
Preamble
The Centre for Humanitarian Dialogue (HD) Southern Plateau Inter-Communal Dialogue Process initiated in June, 2016, has brought together community representatives from Langtang North, Langtang South, Mikand, Shendam, Qua'an-Pan and Was Local Government Areas.
They represented their communities in their capacity as Traditional, Religious, Community, Women, and Youth Leaders.
They extensively discussed the causes, dimensions and consequences of violence and conflicts in the Zone.
The dialogue process has also generated a number of relevant recommendations for the implementation of the Local, State, and Federal Governments.
The recommendations were also made for the Communities, Security Agencies and Non-Governmental Organizations (NGOs)/Civil Society Organizations (CSOs).
We, the participating communities to this dialogue process are the parties to this Declaration of Peace.
We make this declaration against the background of improved understanding of our differences and issues that unite us with a desire to deliberately spare our individual and collective communities from the ominous consequences of killings, arson, destruction of crops and property, dislocation of populations and general insecurity unleashed on our peoples, environment and economy.
Therefore, we the representatives of the participating communities in the Six Local Government Areas of Southern Plateau:
Langtang North:
Bogghom, Fulani, Hausa, Igbo, Ngas, Pan, Tarok, Yoruba.
Langtang South:
Bogghom, Chief Priests (Ponzhi Nbins), Fulani, Igbo, Mwaghavul, Ngas, Pan, Tarok, Tehl, Tiv.
Mikang:
Fulani, Hausa, Koenoem, Ngas, Piapung, Tal, Tarok, Tehl, Youm.
Shendam:
Fulani, Hausa, Goemai, Igbo, Jarawa, Jukun, Miship, Mupun, Mwagahavul, Ngas, Pan, Piapung, Tarok, Tehl, Tiv.
Quaan Pan:
Fulani, Goemai, Hausa, Igbo, Pan, Ngas, Tal.
Wase:
Bashar, Bogghom, Fulani, Hausa, Jahr, Jukun, Pan, Tarok.
Solemnly adopt the following as "The Southern Plateau Peace Declaration".
I. Purposes
Note that this peace declaration is a first step towards an all-inclusive and sustained collaboration between communities of Southern Plateau.
Concerned that experiences of violence, killings, cattle rustling, armed banditry, crop destruction, land/boundary disputes, proliferation of small arms and light weapons, youth unemployment, intolerance and the plight of Internally Displaced Persons (IDPs) amongst others require a multi-track intervention in order to minimize their degeneration into avoidable violent conflicts.
Recognize that earlier efforts through Government Administrative Panels and Judicial Commissions on Inquiry, Engagement of Security Agents, NGO/CSOs Intervention and Efforts of Traditional, Religious, Community, Women, and Youth Leaders have proved useful but inadequate in resolving some of the issues and therefore there is the need to change, augment and sustain interventions.
Determine to promote the values of peaceful co-existence, tolerance, and respect for rule of law, collective problem resolution amongst and between our various communities.
Also determine to fight criminality through the provision of credible intelligence to security agents as well as create the opportunities for gainful employment of the youth and provision of relief to IDPs.
Affirm that we shall be guided by the provisions of the Constitution of the Federal Republic of Nigeria and this Peace Declaration under the Southern Plateau Inter-Communal Dialogue Process.
Recall the official launching of the Southern Plateau Inter-Communal Dialogue on the 28th day of July, 2016, by His Excellency, the Executive Governor of Plateau State, Barr.
Simon Bako Lalong.
We therefore assert that the endorsement of this Peace Declaration by representatives, Stakeholders and Government shall determine the success and impact of the implementation of the Declaration.
II. Acknowledgement of Causes and Consequences of Conflicts
The Six Local Government Areas that make up the Southern Plateau are richly endowed in land and natural resources that attracts an ever-increasing influx of human and cattle populations with an attendant predisposition to farmer/herder conflicts.
The Southern Plateau shares common borders to the South-West with Nassarawa, to the South-East with Taraba while Bauchi State is to the North-East.
Any eruption of violent conflict across the borders easily spills over into Southern Plateau, exposing the area to flow of small arms and light weapons used for proxy wars, armed banditry, rustling, attacks, and reprisal attacks.
In addition, internal conflicts within the zone have equally generated flows in arms and displacement of populations as well as increased the wave of drugs and substance abuse, youth unemployment, and general insecurity in the area.
Negative politics and ineffective security have combined to produce a sense of marginalization, discrimination, intolerance, and impunity for some individuals and communities in the area.
Therefore, to a large extent, it is our belief that a lot of killings, violence, displacement of people, destruction of homes and property, armed banditry, land disputes/border clashes and cattle rustling are all avoidable if all stakeholders and government at all levels become more proactive.
This will be further buttressed in the capacity of traditional, religious, communities, women and youth leaders are improved, and the values of this dialogue process internalized leading to sustainable peace in Southern Plateau.
III. Acknowledgement of Past Efforts at Resolution of Conflicts
Among the several efforts aimed at containing the eruption of violence in Southern Plateau are:

Emir of Zazzau Committee, 2003.
Justice Felicia Dusu Committee, 2003.
The Presidential Peace Committee, 2004.
Declaration of State of Emergency under Gen. Chris Ali, 2004.
The Plateau Resolve, 2004.
M.G. Izam Administrative Panel, 2005.
Justice Rakiya Constance Momoh Judicial Commission, 2006.
This is in addition to the several efforts of the communities, religious institutions, and non-governmental organizations.
IV. Commitments and Consequences
We the undersigned communities are resolved and committed to:
Dialogue as the means of resolving our differences and conflicts.
Promotion of inter-communal cooperation, the rule of law and non-violence.
Support for the values of tolerance, multi-religious and ethnic harmony.
Working together for the return and resettlement of displaced person.
Ending discrimination labeling and stereotyping of individuals and groups on account of their religion or ethnicity.
Some of such labels include:
'Arna', 'Inyamiri', 'Masu buga goshi a kasa', 'Masu cin kare', 'Kafiri', 'Kore', 'Munci', 'Masu fisari tsaye', 'Yargam', 'Malo', 'Masu kashi a kwano' among others.
Eschew violence and expose criminals within our communities.
Protecting, assisting and creating opportunities for vulnerable groups in our communities.
Encouraging the youth to seek gainful employment and avoid indulgence in criminality and social vices.
Advocating for socio-economic and infrastructural development of our communities.
Collectively sanction any individual, community or group that deliberately breaches our commitments or resolutions.
Abiding by all the provisions of this Declaration of peace in Southern Plateau.
V. Responsibilities and Recommendations
We, the participating communities in the Southern Plateau Peace Dialogue Process wish to strongly recommend as follows:
Our individual Local Government Authorities should be more proactive, transparent, equitable and all inclusive in handling land and boundary issues, employment, appointments, and the general welfare of citizens.
They should also support Security Agencies, Vigilante Groups and other Non-state Actors with necessary logistics and funds to enhance their performance.
Furthermore, standing committees including major stakeholders should intervene and mediate on cattle rustling and routes, farmer/grazer clashes and related issues.
On the part of the Plateau State Government, we recommend that the activities of the Plateau State Peace-Building Agency (PSPBA), Operation Rainbow, State Emergency Management Agency (SEMA), Plateau State Geographic Information System (PLAGIS), State Boundary Commission and Plateau State Inter-Religious Council should be mainstreamed and made to benefit local governments and communities.
The Plateau State House of Assembly should enact new laws or strengthen existing ones particularly against cattle rustling, blockage of cattle routes and possession of illegal weapons.
The Federal Government should recruit, deploy and adequately fund more security agents to man our national borders and provide security services at volatile/flash point areas.
It should give effect to its national policy proposal of state/community policing, grazing/ranching policy and Internally Displaced Persons (IDPs) in such a manner that is acceptable by the people and ensure peaceful co-existence.
In addition, they should establish special multi-agency security squads to be furnished with community intelligence on criminals and rustlers.
The government, NGOs and CSOs should upgrade the conflict resolution skills of Traditional/Religious/Community/Women and Youth Leaders to work closely with security agencies to nip violence in the bud.
These leaders will in turn be proactive in sensitizing their people on the dangers of violence and criminality.
In addition, they should imbibe ethical standards and serve as role models to their people.
The Government should formulate and implement appropriate financing mechanism policies at the Local Government and State levels to promote the employment of women and youth so as to give then more access to micro finance and investment opportunities in trade.
Security personnel should be prompt in response to emergencies, firm, impartial, incorruptible and professional in protecting the rights of citizens, dealing with criminals and all offenders of the law.
HD/NGOs and CSOs should build the capacity of all stakeholders in conflict resolution;
provide expert advice, material assistance and skills/empowerment to communities.
To ensure lasting peace, detailed recommendations made by the communities in the dialogue process, as contained in the outcome documents and policy briefs of the various Local Governments should be implemented by various stakeholders.
VI. Sustainability
We strongly believe that in order to consolidate and institutionalize the gains so far achieved under the dialogue process, we have agreed to develop enduring peace and non-violent methods and mechanisms at the community level to be called Tension Management Network.
This will link early warning of violent conflict to early response.
In addition to the buy-in of stakeholders across our communities, there is need for them to openly and deliberately share information and collectively work on resolving conflict issues to enable the southern Plateau Peace Dialogue Process to become beneficial to us all.
VII. Shared Stipulations
We, the signatories to this Declaration agree to;
Improve co-ordination and information sharing between communities in and across each of the LGAs on conflict prevention and peacebuilding initiatives.
Identify and disseminate best practices from Nigeria and other parts of the world.
Improve the representation of women, youth, and persons with disability in efforts to address intercommunal conflict and commit to ensure gender inclusion elements across all activities in the implementation plans of this Declaration.
VIII.
Review of this Declaration
We acknowledge that the situation still requires constant monitoring.
We shall therefore meet to review the progress made under this declaration as necessary as and in any event not later than three months after its signature.
IX. Walking Forward Together
i. The current situation in Southern Plateau presents both a challenge and an opportunity to harness and utilize resources to deliberately create a shared and broad-based sense of joint efforts and seeking solutions, together.
ii. We shall endeavor to find common positions and understanding as means of resolving current problems and averting future violence.
X. Public Apology
We representing the participating communities in the Southern Plateau Peace Dialogue Process have been a deeply divided society, polarized along social and religious lines and even cultural activities.
In the discussions we realised that we all share the desire that this was not the case.
We know that a peace declaration is not the end of the conflict.
It is only the beginning of a dignified conversation between people.
So much work than has already been done lies ahead of us.
We want to tell the communities that sent us to represent them that we are the first to say that we are sorry for the suffering that each of our communities has contributed to and has suffered.
We know that long-term intervention is required to support our communities and organisations to implement this Declaration.
We require the support and encouragement of our communities, the Government and civil society for us to contribute to an increased stability in Southern Plateau.
XI. Signatures

Comprising representatives of the communities of six Local Government Areas (LGAs) of Southern Plateau, namely Langtang North, Langtang South, Mikang, Shendam, Qua'an Pan and Wase who participated in the making of this Declaration and who accept responsibility for upholding its terms.
ii. Witnesses:
Comprising people in any organizational, official or personal capacities who wish to record that they were present at and personally witnessed the signing on 22nd December 2016.
iii. Joining Signatories:
Comprising representatives from other communities, groups or individuals in Plateau State who wish to embrace this Declaration and share in responsibilities of furthering its objectives and terms.
