This civic dialogue built on existing structure of holding District Peace Committee since 1999 (although these were disbanded and reconstituted at various times). The joint meeting was organized by the Government of Kenya through the Ministry of State for Provincial Administration and Internal Security. It was co-ordinated and facilitated by the National Steering Committee on Peacebuilding and Conflict Management (NSC). It was cofunded by United Nations Development Programme (UNDP) through the Conflict Prevention and Transformation Project (CTP) and MS Kenya.

Annex II:

Resolutions of the Marsabit/ Moyale District Peace Committees’ Civic Dialogue held at the Marsabit Pastoral Centre on 17th November, 2007.

We the members of Marsabit and Moyale District Peace Committees participating in the Marsabit Peace Meeting held at the Marsabit Pastoral Centre (in Marsabit) on November 16, 2006 and reaffirming our commitment to peaceful coexistence among communities living in the two districts have resolved today, that:

1. Every community should take responsibility on problems caused by their people.

2. All stakeholders be involved in the formation of grassroots committees especially on border areas.

3. Livestock census and branding be undertaken in all the districts to curb cattle rustling.

4. Communication between District Peace Committee (DPC) and the government should be improved.

5. The DPCs should have their own independent office.

6. Cooperation between our political leaders should be encouraged.

7. A special Inter-District Peace Committee should be formed in the two districts.

8. The government should clear and clarify the political and administrative boundaries between Marsabit and Moyale and within Marsabit itself.

9. The government should take necessary steps to combat crime.

10. Healing process should be undertaken immediately.

In this case, all livestock stolen should be returned voluntarily encouraged by the DPC members.

11. To stop revenge, the two communities should be encouraged to settle together, share resources and forgive one another.

12. The DPC members should encourage honesty, truth and discourage ethnic supremacy since all are equal.

13. Traditional authorities for example “Yaa” and “Abagadha” be involved in peace initiatives since most of it can not be resolved without them and that ways and means should be followed to bring the two authorities together as they are not party to this conflict.

14. The government should take stern action against political inciters and spreading rumours.

15. DPCs and the government agents should intensify campaigns against disarmament and voluntary surrender of illegal firearms.

16. The two governments must act to contain Oromo Liberation Front (OLF) from Ethiopia since it is a issue national security.

17. Vetting committees should scrutinize ID card applicants to authenticate their origin and that the IDs gotten illegally be reposed.

18. Continuous border meetings should be held between the two districts.

19. As a way of preventing and resolving conflict in the district, we call upon the Government, NGOs and religious groups to help in the following ways:

To clear and clarify borders between and within districts.

To investigate fully conflict issues and offer solutions.

To punish inciters/ rumourmongers.

To facilitate voluntary disarmament.

To facilitate cross border meetings.

To facilitate revocation of illegal IDs.

Roles of Civil Society Organisations

To support the DPCs to acquire communication equipment.

To organize and facilitate traditional leadership meetings as an alternative for resolving

conflicts.

To support and facilitate cross border meetings.
