Joint Statement by the GRP and MILF Technical Committees informing on the 14th Meeting in which the two Committees agreed upon the the date and location of the formal opening of the peace talks, pursuant to the Agreement (2/9/1999), as well as the creation of sub-committees to handle preparation for the opening, the invitation of the Provincial Government of Maguindanao to the next meeting concerning the Joint Preparatory Committee and the invitation of 13 foreign dignitaries to the opening of the formal talks. The two Committees also decided that the next meeting of the Committees would occur on September 29-30, 1998, when they would discuss implementation guidelines, guest lists, and submit lists of names for the sub-committees for the preparatory work on the opening ceremony.

JOINT STATEMENT of the Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF)

The GRP and MILF Technical Committees held its 14" Meeting on September 14-15, 1999 at the Provincial Capitol Complex of Maguindanao.

During the meeting, the two Committees agreed on the following key points:

in pursuance of the Agreement signed by the Chairmen of the GRP-MILF Peace Negotiation Panel on September 2, 1999, the formal opening of peace talks shall be held on October 25, 1999 at 10:00 a.m. at the Da'wah Center in Crossing Simuay, Sultan Kudaral, Maguindanao.

The two Committees also discussed the indicative calendar of activities relative to the preparation for the formal opening, creation of sub-committees to handle these activities, and agreed to invite a representative of the Provincial Government of Maguindanao to attend the next meeting relative to their participation in the Joint Preparatory Committee.

The next meeting of the two Technical Committees shall be on September 29-30, 1999, together with the various sub-committees in order to:

a discuss the taskings and related implementing guidelines issuances

b. submit list of guests for approval by the Chairpersons of the GRP and MILF Peace Panels, and

c submit the names of the sub-committee members from both parties for the preparatory activities for the formal opening of the peace talks.

4) The two Committees also agreed on the first 13 of the list of foreign dignitaries to be invited and shall refer the matter to the Department of Foreign Affairs for official invitation.

In the same meeting, the two Committees agreed to submit the First Round of the CCCH Verification Process Report to the Chairmen of the GRP and MILF Peace Negotiating Panels for their consideration,
