Full freedom of movement with appropriate procedures shall exist for UNPROFOR and other official international agencies, in particular the Office of the United Nations High Commissioner for Refugees (UNHCR), in order to implement this agreement, to monitor human rights and to deliver humanitarian aid, including medical supplies and evacuations.
