SPECIAL AGREEMENT ON TERRITORIAL TRANSFORMATIONS IN CAQUETÁ, META AND GUAVIARE

The National Government and the Central General Staff of the FARC-EP ratify their interest in the protection of strategic ecosystems and their connectivities, which is why they express their decision to work for the containment of deforestation, sustainable development, and the guarantee of the rights of the populations that inhabit in the protected areas and zones of law 2 of 1959.

We, the parties, are aware of the right of the communities to the agreement of plans for socio-environmental development of a sustainable nature, which requires a methodology of the Peace Dialogues Table that contemplates the participation of the grassroots organisations of the territory, with adequate time and commitments, that provides clarity on the right to land and on the sustainability of the plans that are built on the ground, within the framework of the agreements and protocols established by the parties.

This special agreement will be developed as a component of sustainable development, harmonised with plans for environmental management at national, regional, departmental, municipal and local level, which allows for the protection of both the biodiversity, its basins, soils and subsoils, and also guarantees human beings, communities and peoples, as subjects of rights (economic, social, cultural and environmental) and special protection, as well as guaranteeing their permanence as part of the cultural, social and economic heritage of the territory.

The above requires, inter alia:

- Identify peasant economy projects in areas of the departments:

Guaviare, Meta and Caquetá.

Organise dialogue with interested families and communities.

- Participatory criteria, with autonomy, pluralism, constructive relations with institutions and those in charge of plans and projects in government entities.

- Form a joint commission for the processes

- Programme of meetings and visits

A. IMMEDIATE ACTIONS

1. Integral experience in Yarí:

proposals for land formalisation in Yarí and pilot plans for housing, electricity, etc.

Experience of sustainable livestock farming with genetic improvement and stabilisation or reconversion in Yarí, Meta and Guaviare (pilot plans in these departments).

Promote a proposal for a cold storage and pasteurisation plant in San Vicente del Caguán.

Establish reference coordinates and verify the number of hectares for land formalisation and coca substitution with the agrarian bank's credit programme.

On this point, the agrarian judges can provide a solution.

Evaluate the possibility of a guarantee for the commercialisation of harvests (the table should be directed so that the AMNA buys what the farmers produce), farmers‘ markets as a mechanism to be able to commercialise and avoid intermediaries, agreement on fixed prices for both supplies and farmers’ products.
