PROTOCOL FOR CITIZEN, SOCIAL AND PEOPLE'S PARTICIPATION IN THE PEACE PROCESS BETWEEN THE NATIONAL GOVERNMENT AND THE GENERAL STAFF OF THE BLOCS COMMANDER JORGE SUÁREZ BRICEÑO, MAGDALENA MEDIO COMMANDER GENTIL DUARTE AND FRONT COMMANDER RAÚL REYES FARC-EP.

By virtue of the Agreement for Citizen, Social and People's Participation in the Peace Process between the National Government and the General Staff of the blocs Commander Jorge Suárez Briceño, Magdalena Medio Commander Gentil Duarte and Frente Commander Raúl Reyes FARC-EP, the present Protocol establishes guidelines and directives for the development of the participatory process, in the following terms.

The participation spaces defined in the Participation Agreement must follow a prior plan that sequentially involves all the activities of the before (preparation), during (development of the spaces) and after (follow-up) each meeting scenario in an agenda agreed by the parties that contains at least the following elements:

a. The objective of each space should be defined in advance and describe the minimum results that are intended to be achieved

b. The venue for the event should be selected according to the chosen scenario and participation format, in all cases taking into account the participants, access, security, risks, among other factors considered necessary.

c. Logistical and administrative aspects must be guaranteed in the different participation spaces, including the necessary resources for logistics, material, technical and human means.

The communities and their organisations may, in a concerted manner, provide support for the execution of guarantees for the spaces for participation convened by the MDP.

The office of the Peace Commissioner Advisor will allocate the necessary resources to achieve the objectives of each event.

The Peace Dialogues Table may have other sources of funding

d. Formal invitations issued by the MDP must be sent well in advance, ensuring compliance with the administrative procedures required for the participation of communities and institutional representatives.

The coordinators of the parties will define who signs the invitations and the method of distributing them.

For the purpose of inviting public servants, the Office of the Peace Commissioner Advisor will follow the corresponding procedures.

e. The MDP will receive invitations from citizens or organisations to participate in different events and will determine its acceptance by mutual agreement.

f. All events will have a prior agenda, which will be attached to the corresponding invitations.

g. The MDP will agree in advance the agenda and timetable for each participation scenario in sufficient detail to ensure the event runs smoothly (step by step, moderation, order and speaking times).

h. Taking into account the particularities of each event, the MDP will agree on the number of participants involved in the participatory process.

i. The MDP will define in advance who will carry out the moderation, who will be responsible for the rapporteurships, presentations, among others.

j. Representatives of social organisations, communities, ethnic groups and peasants may request the inclusion on the agenda of a moment of harmonisation of the event according to their worldview, culture and beliefs.
