PEACE DIALOGUE TABLE BETWEEN THE GOVERNMENT OF THE REPUBLIC OF COLOMBIA AND THE CENTRAL GENERAL STAFF OF THE FARC-EP

FINAL COMMUNICATION OF CYCLE IV

The IV Cycle of the Peace Dialogues Table, that took place in San José del Guaviare between the 3rd and 10th of March of 2024 with the full participation of the delegations and the international community, inform to the public opinion that:

1. At the first session, specials contributions were made by civil society organisations of Guaviare, Meta and Caquetá: Federations and Associations of Community Action Boards, authorities from the indigenous people, spokespersons from the victims’ roundtable, from the Peasant Reserve Zones, Chamber of Commerce, cattle raisers’ association, Social Pastoral, representatives of the Green Agenda, COSCOPAS and of the Environmental Forum convened by the Humanitarian Agenda.

2. The Peace Dialogue Table committed itself to positively address the transformative and inclusive proposals and the demands for effective and pluralist participation, respectful of the autonomy and rights of the organisations, leaderships, communities and different people.

3. The second report of the Oversight, Monitoring and Verification Mechanism was presented, which contributed to the evaluation of the ceasefire process and the adoption of decisions to make it effective, guaranteeing its regular functioning, strengthening regional bodies and defining the timetable for the installation, before the next cycle, of the local bodies with coverage in priority areas.

4. The evaluation of compliance with the rules, commitments and agreements related to the ceasefire and the respect for the civilian population showed the need of special measures to address critical situations and demands of the population.

The regional and national inequalities and the urgency of corrective measures were noted, including the application of the protocols reinforced in this cycle by the protocol on communications, the protocol on pedagogy at all levels and guarantees for inclusive social dialogues and processes of territorial transformations.

5. The agreements for territorial transformations have had an important boost in this Cycle IV with concrete decisions and routes of action that will be implemented immediately in zones of the departments of Norte de Santander, Bolívar, Antioquía, Guaviare, Meta and Caquetá.

The plan for immediate activities, for March and April, includes making progress in Nariño, Putumayo and Arauca, where Social Dialogues and contributions for new agreements on territorial transformations will be made.

The special agreement for the transformations in the Micay river’s basin and the compliance of the commitments’ compliance defined since October 16th 2023 are both ratified;

the table designates a committee that will be present in Cauca and El Plateado in the month of April.

6. In the pathways of the agreements for territorial transformations, there have been processes of dialogue with communities and their organisations, national government bodies, departmental and municipal governments, universities and think tanks.

The aim is to contribute to strengthening or implementing plans and projects of socioeconomic and environmental character.

7. At the end of the discussions, which begun on last Sunday 3rd of March and ended today, 10th of March, seven documents were approved:

- Protocol of communication to avoid incidents and armed contact between the Central General Staff of the FARC-EP and the Public Force during the operation of the temporary bilateral ceasefire of national character with territorial impact.

- Protocol of pedagogy of the peace dialogues, of the process, the agreements and protocols signed between the National Government and the Central General Staff of the FARC-EP.

- Protocol of communications and public information of the Peace Dialogues Table between the government of the Republic of Colombia and the Central General Staff of the FARC-EP

- Agreement on territorial transformations in Caquetá, Meta and Guaviare.

- Agreement on territorial transformations in the Catatumbo region.

- Agreement on the Joint Legal Committee and Guarantees of safety.

- Annex to the protocol II. on the installation of the first local bodies of the Oversight, Monitoring and Verification Mechanism, MVMV.

8. The thematic axes of the peace dialogue agendas of each delegation were exchanged for study and the creation of proposals in order to build a joint agenda.

The parties to the Peace Dialogues Table will meet again in mid-May or whenever the parties consider it appropriate, in the city of Ocaña, Norte de Santander, where they will listen to the communities and make progress on the agenda and other issues agreed for the development of the fifth cycle of negotiations, in order to continue, through dialogue, in the pursuit for a peaceful country with social and environmental justice, which is the desire of all Colombians.

The Peace Dialogues Table is grateful for the facilitation and technical support of the international component provided by the Special Representative of the Secretary General of the United Nations in Colombia and the Mission to Support the Peace Process of the Organization of American States (MAPP-OAS), and the accompaniment of the Episcopal Conference of Colombia and the World Council of Churches, and the participation of the representatives of the guarantor countries:

Norway, Switzerland, Venezuela and Ireland.

As well as the support of the territorial authorities who have made this cycle possible.
