This agreement is an implementation mechanism for "Agreement No. 9 Process of participation of society in peacebuilding (First Cuba Agreement)". It sets out the mandate of the National Commission on Participation during the "design phase". For the development of the design phase, the peace talks panel will adopt the present workplan for the National Committee on Participation, a roadmap designed to ensure that the general and specific objectives are met effectively and efficiently and to specify the outcomes that are expected from the design phase.

The National Committee on Participation is a temporary special body attached to the peace talks panel. It is composed of 81 members, representatives of the 30 social movements, ethnic peoples, organizations, trade associations and institutions listed in annex 1 to Agreement No. 9.
The Committee is led by the peace talks panel, and should achieve the following objectives of the design phase:
– Present a conceptual, operational and logistical plan to promote and facilitate the involvement of society in the design of the participation process.
– Promote and develop spaces for dialogue with a differential approach, in which the various components of society can present their proposals to design the participation method.
– Systematize the proposals of the social groups convened.

Workplan of the National Committee on Participation:

the first phase of the process for the participation of society (the design phase)

Paragraph 4 of Agreement No. 9, entitled “Process of participation of society in peacebuilding (first Cuba Agreement)” states that “the participation process covers the first three sections of the Mexico Agreement. It shall run until May 2025, when the results of sections 1, 2 and 3 of the Mexico Agreement will be determined and the corresponding agreements shall be signed”.

It also establishes that this process will be divided into four phases:

4.1, design phase;

4.2, diagnosis and dialogue on democracy for peace;

4.3, building an agenda on democracy and transformation;

and 4.4, systematize results.

Timing of the phases for the development of the process for the participation of society

I. Design of the participation process

In the design phase, the ways in which society will participate shall be established.

The process shall be facilitated by the National Committee on Participation, a special and temporary body of the peace talks panel that has a specific mandate and is coordinated by the latter.

As Agreement No.

9 stipulates, “the first phase shall mark the beginning of the process of participation of society, specifying the criteria and scope to guarantee its central role in developing the issues agreed upon, and defining the methodology and scenarios for participation through a national, deliberative and proactive exercise”.

This phase will last between four and six months, starting from the signing of Agreement No.

9 and the official public establishment of the National Committee on Participation, on 3 August 2023, and conclude with a national meeting at which the results of the phase will be presented to the public.

II. The National Committee on Participation as a temporary and special body of the peace talks panel for the design of the participation process

The National Committee on Participation is a temporary special body attached to the peace talks panel. It is composed of 81 members, representatives of the 30 social movements, ethnic peoples, organizations, trade associations and institutions listed in annex 1 to Agreement No. 9.

The Committee is led by the peace talks panel, and should achieve the following objectives of the design phase:

– Present a conceptual, operational and logistical plan to promote and facilitate the involvement of society in the design of the participation process.

– Promote and develop spaces for dialogue with a differential approach, in which the various components of society can present their proposals to design the participation method.

– Systematize the proposals of the social groups convened.

– Contribute to the formulation of the national agreement.

Once the design phase is completed, the fulfilment of the aforementioned objectives shall be reflected in the submission to the peace talks panel of three products:

a model for participation, a set of recommendations and the national participation plan.
