EUROPEAN UNION

OSCE Permanent Council No.

1337

Vienna, 30 September 2021

EU Statement on the situation in the north of Kosovo*1 and today’s

agreed conclusions in Brussels.

1. The EU continues to follow the situation in the north of Kosovo closely.

We welcome

the agreed conclusions reached earlier today in Brussels, in the presence of the Chief

Negotiators of Belgrade and Pristina, in a meeting facilitated by the EU Special

Representative for the Belgrade-Pristina Dialogue and other Western Balkan regional

issues, Miroslav Lajcak.

2. A Working Group consisting of the representatives of the EU, Belgrade and Pristina

parties and chaired by the EU will be established to find a permanent solution to the

licence plate issue based on EU standards and practices.

3. We reiterate that the EU-facilitated Dialogue continues to be the only platform to

address and resolve all open issues between the two Parties.

The Candidate Countries MONTENEGRO*, the Country of the Stabilisation and

Association Process and Potential Candidate BOSNIA and HERZEGOVINA, and the EFTA

countries ICELAND, LIECHTENSTEIN and NORWAY align themselves with this

statement.

* Montenegro continues to be part of the Stabilisation and Association Process.

* This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.
