2.2 The regrouping of the two armed forces movements will begin in the second half of February 2003 at the latest.
2.3 The place of regrouping of the armed forces of the two movement signatories of the Ceasefire Agreement will be done under the protection of the African Union’s Forces deployed in the second half of February 2003 at the latest.
2.4 No regrouping zone should contain more than three thousand (3000) fighters. More regroup zone can be identified in common accord if the existing one were full.
2.5 The armed movements can if they wish, regroup their forces in the same zone.

3. Of the return Leaders and Senior Officials of the two Armed Movements signatories of the Ceasefire Agreement.
3.1 The leaders of the two signatories Armed Movements return to Bujumbura on 10/02/2003.
3.2 Logistic arrangements regarding the return and settlement of the leaders and officials of the two Armed Movements will be in charge of the African Union, and the International Community through the Mediation.
3.3 The leaders and officials returning from exile will be under the protection of the African Forces.

MEMORANDUM OF AGREEMENT FOR THE IMPLEMENTATION OF THE CEASEFIRE AGREEMENT SIGNED ON 07/10/2002, BETWEEN THE TRANSITIONAL GOVERNMENT OF THE REPUBLIC OF BURUNDI, THE CNDD-FDD OF COL JEAN-BOSCO NDAYIKENGURUKIYE AND THE PALIPEHUTU-FNL OR MR ALAIN MUGABORABONA
We, signatories, represented respectively by H.E. Pierre BUYOYA, President of the Republic of Burundi, Col Jean-Bosco NDAYIKENGURUKIYE, Coordinator General of the CNDD-FDD, Mr Alain MUGABORABONA, Chairperson of the PALIPEHUTU-FNL;
Willing to put into application the Ceasefire Agreement signed on 07/10/2002;
Agree as follows:
Of the Mix Ceasefire Commission.
1.1 Establishment of a joint Ceasefire Commission composed of:
Six members appointed by the Transitional Government.
Six members appointed by the two armed movements signatories of the Ceasefire Agreement.
Other members appointed according to the Ceasefire Agreement signed on 07/10/2002.
1.2 The Commission will be directed by a member appointed by the United Nations.
1.3 The Mediator, the CSA and the African Union will be informed within 24 hours from the date of the signature of the present Memorandum of the appointment of the members of the signatories’s parties.
1.4 To hold its first meeting as soon as the President of the Commission is appointed.
Of the re-groupment.
2.1 The signatories parties agree to propose to the Join Commission of the Ceasefire the possible zone of re-groupment of the forces of the two armed movements signatories of the Ceasefire Agreement.
2.2 The regrouping of the two armed forces movements will begin in the second half of February 2003 at the latest.
2.3 The place of regrouping of the armed forces of the two movement signatories of the Ceasefire Agreement will be done under the protection of the African Union’s Forces deployed in the second half of February 2003 at the latest.
