AGREEMENT ON METHODOLOGY, COMMUNICATION NO.

2, ROUNDTABLE FOR NEGOTIATION, THE NATIONAL GOVERNMENT AND THE REVOLUTIONARY ARMED FORCES OF COLOMBIA – PEOPLE’S ARMY

San Vicente del Caguán, 2 November 1999

The spokespeople appointed by the national government and the Revolutionary Armed Forces of Colombia – People’s Army (Fuerzas Armadas Revolucionarias de Colombia – Ejército Popular, FARC–EP) for the negotiations, present in the municipality of San Vicente de Caguán on 2 November 1999, have agreed the following method for negotiations for the agenda agreed on 6 May 1999:

Sessions.

The negotiations will be held fortnightly on Thursday, Friday, Saturday and Sunday, although more sessions may be held as required.

At each meeting, the issues and matters to be discussed at the next meeting will be agreed.

Venue for the Roundtable for Dialogue and Negotiation.

In light of the establishment of a special zone to allow the parties to hold talks to reach a negotiated political solution to the social and armed conflict affecting Colombia by the national government under Law 418, 1997, the main venue for the talks will be the municipality of San Vicente de Caguán, where a venue for the sessions will be established.

Notwithstanding, the parties will be entitled to hold meetings in any of the four other municipalities in the demilitarised zone.

Invitation of experts or other participants.

The Roundtable for Dialogue and Negotiation will be entitled to request the presence of experts, figures or institutions related to the issues to be discussed.

Records.

No minutes or recordings will be made of the sessions of the Roundtable for Negotiations.

Each of the parties will keep their own records and the decisions will consist of joint communications to the public.

Media.

In line with the agreements of the meeting held in Uribe on 25 October and to keep the public duly informed, joint communications will be issued as deemed fit by the Roundtable for Dialogue and Negotiation to communicate the progress of the negotiations in a single voice.

Only the spokespeople appointed by the roundtable will be entitled to make statements to the media regarding the issues discussed.

The members of the Roundtable for Dialogue and Negotiation heard the report of the coordinators of the National Thematic Committee, which was analysed in the full presence of the committee.

After the corresponding comments were made, it was agreed to make the requested changes and for the coordinators to present the report again for consideration on 5 November.
