- This short agreement provides for commanders in the Prozor municipality to meet and discuss a ceasefire. The two sides agree to form a joint commission to investigate the causes of the fighting, set up joint checkpoints and a military police force, and share intelligence.

PRESS RELEASE
The latest situation in Prozor municipality, where fighting broke out between some units of the Army of Bosnia and Herzegovina and the Croatian Defence Council, has caused much anxiety among the residents of Konjic municipality.
Aware of the seriousness of the situation and the real possibility that this conflict situation might spread to our municipality, the commanders of the units of the Croatian Defence Council from Konjic and of the Staff of the Army of Bosnia and Herzegovina from Konjic met on 23 October 1992 and agreed on several key issues that will help avoid all undesirable consequences and create the conditions for more successful and effective cooperation and actions against the common enemy in the future.
It was agreed that the commanders of the warring sides in Prozor municipality would be contacted as soon as possible and asked to cease fue immediately.
A joint commission will then be set up to investigate the causes of the fighting.
It was also agreed that no unit movements would be allowed in the sector where the incident took place or in the direction of the troubled areas.
At the same time, all necessary measures should be taken in the units of the HVO and the Army of Bosnia and Herzegovina to avoid clashes between them.
To this aim, orders should
immediately be issued to the commanders of the basic units not to carry out any combat operations /?in this connection/ without the Commander of the Herceg Stjepan Brigade and the Commander of the Staff of the Army of Bosnia and Herzegovina from Konjic.
