Russian Federation Presidential Edict No.
985, signed by President Yeltsin on 25 June 1996:
"On the Withdrawal of Forces and Equipment Making Up the Temporary Combined Forces Carrying Out the Tasks of Disarming All Illegal Armed Formations on Chechen Republic Territory"
[FBIS Translated Text] With a view to further stabilizing the situation in the Chechen Republic, in accordance with the program for settling the crisis in the Chechen Republic, and guided by Article 80 of the Russian Federation Constitution, I decree that:
1. The phased withdrawal to their permanent bases of the forces and equipment making up the Temporary Combined Forces carrying out the tasks of disarming all illegal armed formations on Chechen Republic territory shall begin.
The withdrawal of these forces and equipment shall take place as the situation stabilizes in Chechen Republic regions and population centers.
The withdrawal from Chechen Republic territory of Russian Federation Armed Forces combined and other military units forming part of the Leningrad, Moscow, Volga, and Urals Military Districts or deployed on the territories of those military districts shall be completed by 1 September 1996.
2. The Russian Federation Government shall:
implement measures linked to the phased withdrawal to their permanent bases of the forces and equipment making up the Temporary Combined Forces carrying out the tasks of disarming all illegal armed formations on Chechen Republic territory;
take additional measures to provide facilities for the combined and other military units permanently deployed in Chechen Republic territory under the established procedure.
3. This edict comes into force from the day it is signed.
