ARRANGEMENTS TO FREE ALL PEOPLE WHO HAVE BEEN KIDNAPPED
Itagüí National Prison, Antioquia, 10 June 1999
Regarding the release of the people who were kidnapped from the Avianca flight and the La María church:
In light of the willingness of the President of the Republic, the central command of the National Liberation Army (Ejército de Liberación Nacional, ELN), the highest level of the Catholic Church and the international community, the Humanitarian Work Commission, at its session held today, has agreed to continue the work of freeing those kidnapped from the Avianca Fokker flight and the church of La María in Cali.
ELN central command has communicated that it is willing to free two groups of detainees between 12 and 17 June, one group from the Avianca flight and another from the La María church.
For this purpose, the working commission is making the corresponding arrangements regarding the security of the area, the international presence, logistics resources and humanitarian activities.
Once freed, the Government Humanitarian Commission and the public spokesperson for ELN in Itagüí will continue processing the release of the other people who are detained.
The hostages from the Avianca flight and the church of La María will be received by two commissions, whose members will be invited from the following group:
Juan Gabriel Uribe, presidential representative;
Monsignor Víctor Manuel López, presidential representative;
representatives of the governments of Spain, Germany and Venezuela;
the governors of Santander and Valle del Cauca, for the respective cases;
Jaime Bernal Cuéllar, Inspector General of Colombia;
José Fernando Castro Caicedo, Ombudsperson;
Senator Piedad Córdoba;
Benjamm Higuita, House of Representatives;
Gustavo Villegas;
Horacio Serpa;
Omar Yepes;
Noemí Sanin.
Humanitarian support will also be provided by the International Red Cross Committee and the Colombian Red Cross.
The releases will take place in the presence of national and international media, for which a press room will be organised.
