COMMUNICATION ISSUED BY THE GOVERNMENT AND THE SIMÓN BOLÍVAR GUERRILLA COORDINATING BOARD UPON COMPLETION OF THE FIRST ROUND OF TALKS IN CARACAS

15 June 1991

In joint agreement, the government and the Simón Bolívar Guerrilla Coordinating Board (Coordinadora Guerrillera Simón Bolívar, CGSB) make the following publicly known:

In taking forward the first point of the agenda dated 6 June regarding the ceasefire and cessation of hostilities, two proposals have been presented that are widely known and have been explained to the public.

Following exhaustive debate of the proposals, preliminary points of agreement have been identified, although significant differences remain on the criteria for the demarcation and coverage of zones.

The parties insist on finding a solution to these differences and believe each of the commissions should separately gather information and draw up the necessary reflections.

As such, talks are paused until 0900 on 20 June, when they will restart and run until 25 June.

The government commissions and CGSB agree that regardless of the result on 25 June, talks will resume on 15 July in the city of Caracas, subject to consultation with the Venezuelan government.

The Colombian government undertakes to provide all necessary guarantees to transport the CGSB commission to the agreed locations in order to make the necessary arrangements for continuity of the process between 25 June and 15 July.

The government also commits to return the commission to the city of Caracas.

The government and CGSB reaffirm their intention to persevere in the search for a civilised solution to the armed political conflict and commit all their efforts to doing so.
